Russiakaners does not execute settlement activities directly. Instead, it provides the framework within which settlement can occur responsibly. This includes structuring staged intake and eligibility evaluation, maintaining process discipline, sequencing engagement with cooperatives, regions, and professional partners, and ensuring consistency across regional and cooperative structures.

This role exists to prevent fragmented decision-making, premature commitments, and misaligned expectations that commonly arise when complex systems are approached without coordination.

All execution authority remains with cooperatives, professional service providers, and relevant regional or state bodies operating within their legal mandates.
