His involvement centres on ensuring that development planning remains grounded, disciplined, and realistically aligned with both community expectations and host region requirements.

Timur Beslangurov serves as Co Founder and Legal Director of Russiakaners, providing authoritative oversight across all Russian legal, migration, registration, and regulatory frameworks. Based in Moscow, he leads liaison efforts with regional and federal authorities, ensuring that all processes explored through Russiakaners remain aligned with Russian law, administrative realities, and structured compliance requirements.
A graduate of MGIMO with a specialization in International Private Law, Timur has served since 2003 as General Director of VISTA Foreign Business Support, a Moscow based legal and consulting firm supporting international business and foreign nationals. He has advised major multinational corporations including Intel, GE, Canon, BP, and Shell, and has personally overseen residency permits, permanent residence applications, citizenship procedures, and migration structuring for thousands of foreign nationals. His professional background includes interaction and advisory coordination with the State Duma and the Ministry of Economic Development of the Russian Federation on migration related matters.
Within Russiakaners, Timur carries executive responsibility for legal pathway structuring, regional and federal authority engagement, company registration guidance, migration compliance, and accounting alignment. His expertise in Russian migration legislation, high skilled specialist frameworks, resettlement programs, and investor migration mechanisms ensures that all exploratory relocation pathways are grounded in lawful process and practical administrative execution.

Dwayne Krummeck is a strategic architect and organisational executive focused on building structured, transparent systems for long term agricultural and community sustainability initiatives. As Co Founder and Managing Director of Russiakaners, he provides executive oversight across governance, platform infrastructure, communications architecture, and inter founder coordination, ensuring the initiative operates with professional discipline and operational clarity.
Active in community related initiatives since 2018, Dwayne has contributed to awareness and structured support efforts within South Africa, including campaign coordination and charitable logistics for vulnerable families. He has also played a pivotal systems development role in scaling digital platforms focused on community issues. These experiences informed his transition toward building formalised, legally aligned frameworks rather than informal activism.
Within Russiakaners, Dwayne is responsible for organisational structure, governance standards, digital infrastructure, application workflow systems, transparency protocols, and strategic direction. His professional expertise in brand architecture, systems modeling, communications strategy, and sustainability design forms the structural backbone of the initiative. His focus is disciplined execution, non political positioning, and ensuring that all exploratory relocation pathways are presented through responsible, structured, and professionally managed processes.
